场景一：光伏区火灾应急演练 PV Array Fire Emergency Drill This is an unannounced fire drill. Scenario: smoke reported from Inverter Station F-04, visible flames near the DC combiner boxes on the south side. Wind is 18 km/h from the northwest — pushing smoke toward the adjacent inverter station F-05. Ambient temperature 34°C, dry conditions. This is NOT a real fire — repeat, this is a DRILL. All ERT members, respond according to the ERP. The clock starts now.

(on radio) IC, ERT-1 responding. We're 200 meters from F-04. Smoke plume visible — confirming south-side electrical fire scenario. Wind assessment: smoke is tracking toward F-05 at approximately 70m distance. Action: first, I'm ordering immediate shutdown of Inverter F-04 and F-05 via SCADA — DC and AC isolation confirmed. F-05 is being de-energized as a precaution against smoke damage to electronics. Second, dispatching two firefighters with 9kg CO₂ extinguishers to approach from upwind — northwest side. Third, the zone evacuation warden is clearing all personnel within a 100m radius to Assembly Point Bravo. Fourth, requesting the site ambulance to standby at the perimeter — hot day, fire suits — we need to watch for heat stress. IC, confirm.

ERT-1, your actions confirmed. Firefighting team — CO₂ extinguishers are correct for energized electrical fires. Do not use water or foam on or near the inverters until SCADA confirms full isolation. ERT-2, proceed to Assembly Point Bravo — conduct roll call against the zone register. Confirm all personnel accounted for within 5 minutes.

Personnel accountability at Assembly Point Bravo: 47 present, 47 accounted for — roll call complete. One observation: the exit route from F-05 to Assembly Point Bravo was partially blocked by parked flatbed trucks — we had to route evacuees around them, adding about 45 seconds. That's a corrective action — no parking within 10m of designated evacuation routes.

The HSE manager is on site with the emergency response team. The provincial labor inspectorate has been notified per Decreto 911/96 — mandatory within 24 hours. The media has already picked it up — two TV crews are at the site gate. I need crisis communication and regulatory liaison RIGHT NOW. Maria, you're our spokesperson. What do we say?

Three parallel tracks, right now. Track one — media. I'll issue a holding statement within the next 10 minutes: "At approximately 10:20 this morning, an incident involving a scaffolding structure occurred at the Desert Sun construction site in Zone B. Three workers have been transported to hospital. The company's emergency response team is on scene. An investigation has been initiated. We are cooperating fully with the authorities. Further information will be released as it becomes available." No speculation, no blame, no names, no estimates of cause. Facts only. I'll deliver it at the site gate — not over the phone — cameras need a face and a voice.

Track two — regulatory. The HSE manager has already notified the provincial labor inspectorate. I need him to file the preliminary incident report within 12 hours — Decreto 911/96 Artículo 89 requires a written initial report including time, location, description of the event, number of injured, and immediate measures taken. The full investigation report follows within 15 days. Track three — internal. Notify the corporate HSE director, the legal department, and the insurance broker. No internal email about cause or speculation — all internal communication goes through this crisis cell. The site WhatsApp groups must be instructed: no photos, no videos, no social media posts about the incident. One voice, one message. I need the site director to brief the workforce face-to-face within the hour — they'll have seen the ambulances, they'll be shaken. Give them the facts, express concern for the injured, and reaffirm that safety is not negotiable.
